ABSTRACT
This study assessed the operational performance and service delivery of selected Category D LWDs in Western Visayas using the KPIs prescribed by the LWUA. Specifically, it examined the institutional profile of the participating LWDs and determined the differences and relationships between profile variables, operational performance, and service delivery indicators. A quantitative research design utilizing descriptive, comparative, correlational, and trend analyses was employed. Twenty-one (21) Category D LWDs from Aklan, Antique, Capiz, and Iloilo were included in the study. Secondary data from 2020 to 2024 were analyzed using frequency count, percentage, mean, standard deviation, Kruskal–Wallis H test, Fisher’s Exact test, Spearman’s Rank Correlation Coefficient, and trend analysis. Results showed that most participating LWDs had 10 employees and below (47.6%) and primarily relied on wells as their source of water supply (61.9%). Collection Efficiency recorded the highest overall mean (M = 92.01), while the Current Ratio (M = 4.42) exceeded the prescribed benchmark. However, NRW obtained an overall mean of 47.94%, exceeding the recommended benchmark of 30%. Water quality compliance improved from 33.3% in 2020 to 71.4% in 2024, while 24/7 water service coverage increased from 42.9% to 90.5% during the same period. Significant differences were found in Collection Efficiency when grouped according to population served (p = 0.026) and organizational size (p = 0.030). Significant relationships were also observed between province and NRW (p = 0.038) and between organizational size and Collection Efficiency (rₛ = -0.546, p = 0.010). The findings indicate that while the participating LWDs generally demonstrated satisfactory operational performance and improving service delivery, water loss management remains a critical challenge. Strengthening operational efficiency, infrastructure management, and revenue collection systems is essential for enhancing the long-term sustainability of water utilities.
