ABSTRACT

As Vietnam enters the "era of national ascendancy," the cause of national construction and defense faces profound dialectical impacts from globalization and the Fourth Industrial Revolution (Industry 4.0). Grounded in the methodological foundations of Marxism-Leninism and Ho Chi Minh Thought, and combined with a systematic analysis of the guiding perspectives from the Draft Political Report of the 14th National Party Congress, this article provides an in-depth examination of the structural transformations of social strata after 40 years of Doi Moi (Renewal). Through qualitative and historical-logical research methods, the study elucidates both the opportunities and non-traditional challenges posed by the digitalized cyberspace, as well as the institutional bottlenecks constraining grassroots democracy. By reviewing both domestic and international literature, the article juxtaposes theories of digital democracy and modern governance with Vietnam's realities. On this basis, the article proposes a system of breakthrough solutions aimed at thoroughly realizing the principle of "The people know, the people discuss, the people do, the people inspect, the people supervise, the people benefit." These solutions are intrinsically linked to the process of streamlining the political system's organizational apparatus, transitioning from an administrative management model to developmental creative governance, with the ultimate objective of consolidating the strength of great national unity and propelling Vietnam toward the status of a developed nation by 2045.
