ABSTRACT

This paper proposes a theoretical framework for provincial government policies supporting cooperative development. The policy approach emphasizes the creation of an enabling environment for the establishment, operation, and enhancement of the sustainable development of cooperatives. Using a specific local case in Vietnam, the study focuses on the content of cooperative development support policies implemented by the Nghe An provincial government, including: policy foundations, objectives, principles, policy actors, target groups, and three core policy components, namely: policies supporting establishment and organizational model transformation; policies supporting production and business operations; and policies supporting sustainable development. The research findings analyze and evaluate the current state of cooperative development support policies and propose key recommendations to improve and strengthen the policy framework for cooperative development in Nghe An province.
