ABSTRACT

Among European countries, France is considered the country with the most centralized administration - meaning that the management power of the central State is still very strong. As a unitary country, local government in France is organized in principle according to a common model and has a common legal status. Local government in France is organized according to a unified general status (commune, province, region), the three largest cities in the country (Paris, Lyon, Marseille) have their own specific status. Studying the model of local government in France, a country with a very long history in Europe, is one of the basic factors and necessary conditions to build this model suitable for the current conditions of Vietnam.
